Lenova Construction and Development (Pty) Ltd is in the process of procuring Plot 31, Spitskop for a residential Development. Three layout alternatives have been evaluated as part of the proposed Development as described below. - Construction of residential dwellings As mentioned above three layout alternatives have been evaluated: Layout Alternative 1 (Preferred Alternative) Layout alternative one (the preferred alternative) will consist of seventeen (17) erven of which sixteen (16) erven of 750m2 each will be developed for single residential dwellings, while one (1) larger erf (2.2949ha) will be developed for townhouses. The townhouse development is still in its design phase so the number of townhouses and respective sizes is not yet available. Layout Alternative 2 Layout alternative two which was evaluated aimed to consist of two (2) erven. The one erf covers an area of 1.893ha while the other cover an area of 1.8022ha and was aimed to be developed for townhouses only. Layout Alternative 3 Layout alternative three which was evaluated aimed to consist of twenty-nine (29) erven of which twenty-eight (28) erven of 400m2 each was aimed to be developed for single residential dwellings, while one (1) larger erf (2.3141ha) will be developed for townhouses. The townhouse development is still in its design phase so the number of townhouses and respective sizes is not yet available. - The construction of roads Already access to the property exist. No new access roads will be constructed. The only roads to be constructed are internal access roads for the townhouse area of which will be paved. This internal access road does not trigger any additional listed activities as set out in the EIA regulations. - The provision of electricity Currently Plot 31 in Spitskop has no Electrical connection. However, Centlec confirmed that the bulk infrastructure has sufficient capacity on the existing Cecilia Distribution Centre to supply the proposed development (see appendix J2). The developer is however required to install a 500kVA miniature substation together with a secondary medium voltage cable ring feeder (70mm2 Cu/XLPE 15kV Orange) connecting to the existing medium voltage networks at the boundaries of the development. Only one electrical connection is allowed per erf, connections below 500kVA will be supplied at 400V three phase or 230V single phase and connections above 500kVA supplied at 11kV. The developer will be required to use an average ADMD not less than 1.5kVA for low cost consumer classification, 3.5kVA for middle cost consumer classification and 5.5kVA for high cost consumer classification per single residential stand, and not less than 50kVA per commercial stand. - The provision of water This housing development (in its operational phase) will use approximately 107 kl per day with a peak flow factor of approximately 3.5 and a peak demand of 4.3345 l/s. Water will be obtained from the existing municipal water pipeline and connection to the property. The existing pipeline is fed by the Welbedacht Reservoir which has sufficient capacity according to the Mangaung Metropolitan Municipality approval as per appendix J1. - The provision of sewage pipelines Only internal sever lines will be constructed. The newly proposed internal sewer lines will be linked to the existing main sewer line located just east of the property. The development will drain towards the existing line from where it will feed towards the Bainsvlei Waste Water Treatment Works. According to the approval from Mangaung Metropolitan Municipality's approval as attached in Appendix J1, the Waste Water Treatment Works together with the downstream sewer network has sufficient capacity to accommodate the development. - Zoning of properties A rezoning application is being undertaken in conjunction with this application. The rezoning application being undertaken will be for the development of seventeen (17) erven of which sixteen (16) erven of 750m2 each will be developed for single residential dwellings, while one (1) larger erf (2.2949ha) will be developed for townhouses - Waste management During the construction phase, constructors will be required to dispose their waste at a registered landfill site. This waste will include normal construction and domestic waste. If hazardous ware generated, hazardous waste will be removed to a licensed hazardous waste landfill site. During the operational phase of the project, the Mangaung Metropolitan Municipality will be responsible for domestic waste removal of all forms of waste. They may either do the waste removal themselves or appoint an in depended company to do the waste removal on their behalf. General Waste and domestic waste must be removed to a registered general waste landfill site and hazardous waste must be removed to a registered hazardous waste landfill site.
