Then and now: Mowbray Town Hall and Public Library

Drive along Main Road in Mowbray and you’ll pass the historic Mowbray Town Hall and Public Library. The grand structure features a red roof with Flemish-Renaissance architecture and white accents.


It is not located directly on the side of the road so there is a plush lawn and a paved driveway leading from Main Road to the hall. Mowbray Town Hall was designed by JC Tully of Tully & Waters and was completed in 1900. On 15 August 1985, the stately building was declared a National Monument.



The architects designed a few other buildings in South Africa


The partnership between JC Tully and Spencer Waters formed in 1879 and for 31 years, the two would educate young architects and run student competitions. The firm, Tully & Waters, won second prize for their design of St Luke’s Church in Salt River and for the Kroonstad Town Hall.


Their partnership came to an end in 1910, just after the firm won the competition for the Natal University College. This college was subsequently incorporated into the University of KwaZulu-Natal in 2004.



Mowbray is a transitory neighbourhood


The City of Cape Town runs 101 libraries, one of which is the Mowbray Public Library, which is part of the Mowbray Town Hall. Residents are able to access not only books but also electronic resources and the internet from this library.


The hall and the library are also used for community events and meetings. Mowbray has gained a reputation as a transitory neighbourhood thanks to its location near three major highways, the southern railway line and many bus terminals.


There are many examples of Victorian homes in Mowbray, more commonly situated along the banks of the Liesbeek River. The old architecture can still be seen today in many of the buildings in the suburb.
